Because school is offer to people who really work for it... say for scholarships or what not. They make it very expensive or else everyone can just get a college degree. Also, it is very expensive to keep up a college to pay from building repairs to professor's salaries. If you look at majority of college's budgets apx. 80-90% of what you pay for you get back in education services, however few students know of these services and so there is always the complaint of paying to much for to little. It also comes down to the old theory of "survival of the fit" - if you have the $ you can go or if you work your ass off you can go, no lazy people apply.
References :
My own experience and being a librarian
