Does the bill in congress that will give the president the power to shut off the internet during emergencies threaten freedom of the press since many newspaper are going completely online and a growing number of people get all of their news online ? During emergencies is when we need the press in my view

yes, it does.

Not anymore than the FCC has power over US communications, despite freedom of speech. In the final sense, the government will maintain control during critical emergencies regardless of civil liberties. If there’s a threat to national security via the internet, then it will be dealt with. The government has plenty of venues to keep people informed if the net needs to be shut off for some very important reason.
