Does Simone Weil believe groups should have freedom of expression?

I am reading "The Need For Roots" by Simone Weil and this lady couldn’t be more confusing about her points. I’m reading the section about freedom of opinion, but I can’t tell if she believes groups should have freedom of expression or not. Any help?

"There is no such thing as a collective exercise of the intelligence. It follows that no group can legitimately claim freedom of expression, because no group has the slightest need of it."
