When freedom compounds form so American citizens can exist without the National programs?

how will the military resolve the existence of freedom loving Americans who segregate from the ‘new society of unity’?
Should American citizens be informed that they will be exterminated by whatever means is necessary in order to get them to comply with the new social standards?
Should this include them being killed for not conforming?
